The reconstruction of the Paldiski maantee, Endla and Mustamäe tee intersection, which is related to the Hipodroomi development will begin in the spring of 2026 and is scheduled to last until the autumn of 2027. Reterra explained to Delfi Ärileht how this will affect traffic management in the area.
According to Reigo Randmets, CEO and shareholder of Reterra, which is developing the Hipodroomi Quarter, the first phase of the quarter’s infrastructure, i.e. the construction of the new Hipodroomi Street, Merimetsa Road and Hipodroomi Tunnel, has now reached its final stage.
In order to minimise traffic disruption, the work will be carried out in two stages. “During 2026, the renovated section of Paldiski Road leading out of the city towards Haabersti will be completed, and in the first half of 2027, the section leading into the city will be completed,” Randmets told Delfi Ärileht. Andres Urm, Deputy Director of the Transport Agency, explained that during construction, the section of Paldiski Road leaving the city will be closed first, and all traffic in both directions will be diverted to the current entrance to the city. “In the second stage, the road entering the city will be closed and all traffic will be diverted to the completed section,” added Urm.
The aim of the reconstruction is to connect the new Hipodroomi residential quarter with the city’s infrastructure and make the intersection safer and greener. According to Reigo Randmets, the number of lanes will remain the same, but a new left turn will be added from Hipodroomi Street towards the city centre and Kalamaja, and green islands and landscaping will be created. The total cost of the infrastructure is estimated at over €25 million, and the road construction on the Mooni-Endla section of Paldiski Road will be carried out in cooperation between the city and Reterra.
