Reterra organised an architectural competition for the redevelopment of the former industrial area behind Tartu St. Peter’s Church – the winner was Apex Arhitektuuribüroo with its project called “Lellepi Quarter”. The aim of the competition was to find a contemporary, functional, and distinctive comprehensive solution for the planned residential and commercial quarter, one that would create a high-quality urban space and highlight the site’s historical identity.

In the jury’s view, the winning project stood out for its strong architectural and urban concept, which combines historical references with contemporary architecture. “Our aim at Reterra is to bring new life into the area. APEX’s solution helps us create a holistic and cohesive quarter, and the architects incorporated elements from the former industrial area’s products into their designs, which help the site’s story live on in a new form,” said Reigo Randmets, CEO and partner at Reterra.

The architects from Apex Arhitektuuribüroo – Ove Oot, Kristi Järvik, Silver Soe, and Martin Lepplaan – emphasised that it was important to preserve the spirit of the historic industrial area and integrate it with a contemporary, human-scale living environment. Inspiration was drawn from the former Lellep Metal Factory and its products – for example, the balcony designs reflect the structures of the rock picker machines manufactured at the factory.

The quarter to be built at 26 and 26a Peetri Street consists of six buildings, which will house both commercial and residential spaces. The development will be completed in phases, and the entire quarter is planned to comprise approximately 150 residential units and 4,000 m² of commercial space. In the competition, the second place went to PIN Architects’ project “Koduhoov” (Home Yard) and the third place to Kadarik Tüür Architects’ project “Väike Peeter’” (Little Peter).
